【Abstract】 Based on the theories of public economics and institutional analysis, this paper analyzes the institutional arrangement of public library service from supplies, production and consumption, etc. , under the framework of public policy and institution analysis. To innovate the public library system, the author proposes that the government must hold fast to the nature of public libraries, i. e. an integral part of public welfare, construct effectual supervisory and encouraging mechanism, explore every means to provide cultural service for the public, and construct policy-making mechanism in which the reader can play a key role.更多还原
