【Abstract】 After the victory of Revolution of 1911,the Education Ministry in the early days of Republic of China promoted the social education actively and proposed building libraries as one of the effective measures of the social education in order to promote the new thought and new system.The understanding and exploitation to the library in developing the interllect and ability of the people,the universal education position have the thought origin,the social backgrounds,and the important contribution to the modern library cause.更多还原
