【摘要】 在对相关因素进行分析的基础上,提出我国石油与天然气安全对策:立足国内资源,加快国内油气的勘探开发;拓宽进口油气的来源,分散进口风险,实施海外油气扩张战略;建立石油和天然气期货市场;建立和完善战略储备,减少突发事件对石油和天然气供应的影响;提高油气利用率,实行节能政策;进一步加快天然气的开发和利用,实施“以气代油”;调整交通运输政策,发展天然气汽车;加强石油与天然气领域的国际合作;以法治气,以法促气。更多还原

【Abstract】 Based on the analysis of relative factors, the countermeasures are proposed as follows for oil/gas supplying security in China, i.e. depending on the domestic resources to speed up exploration and production of domestic oil and gas; enlarging oil/gas importing sources to decrease unsafe factors and disperse import risk and fulfill the strategy of oversea oil/gas expansion; establishing the oil/gas stock market; establishing and improving oil/gas strategic store to reduce the influence of sudden affair on oil/gas supply; improving using efficiency of oil and gas and perform energy-saving policy; speeding up gas production and use to realize substituting oil with gas; rearranging the policy of transportation to develop natural gas vehicles; strengthening international collaboration in the realm of oil and gas; governing and promoting gas production by laws. If these above-mentioned countermeasures have been taken well in China, oil/gas supply will surely be guaranteed in the future.更多还原
