【Abstract】 This paper demonstrates that build-operate-transfer(BOT) model with regulation is an ideal way to invest a parallel toll road when there is a free road available in the road networks.And then,efforts are made to analyze the condition for BOT model.This model has better actual meaning through calculation when the efficiency of private partnership reaches to certain degree.The proposed model brings out some important conclusions of instructional significance in traffic projects related to toll roads.更多还原
