【摘要】 发展循环经济的目标是实现人类的可持续发展,将不断增大的经济系统控制在赖以生存的地球物理和生态极限之内。为此,提高生态效率将成为实现循环经济目标的重要路径。发展循环经济应在输入端、过程中、输出端“三个阶段”应用5R减量化手段进行全过程管理,并遵循5R减量化手段的应用原则。最后,本文构建了基于伙伴关系的政府、企业、社会三方联动的3P治理模式,并建立了发展循环经济的政策体系模型。更多还原

【Abstract】 The aim of circular economy’s development is to realize the sustainable development by controlling our economy under the limit of earth in physics and ecology. Improving the ecological productivity is one of the most important ways to get to that aim. The circular economy requires the three-phrase management by the measures of 5R under the basic rules. Finally, a governance model of 3P is put forward that government, enterprises and society should build up partnership. Accordingly, a public policy’s systematical model of 3P+3R+3I is put forward.更多还原
