【Abstract】 Sport that the Congress of the last years of Qing Dynasty has presented a petitions,have been sup- pressed by the Qing Government,but we can analyse businessman’s function in the history of Chinese constitu- tional government while moving from this.Because China national bourgeoisie economy flourishing more and more daily,the Chinese merchant is abandoning the tradition“stresses agriculture damps business”the idea, merchant’s strong time sense of responsibility causes them to shoulder the political activity the heavy burden.
