【摘要】 具体行政行为是行政法学上一个最为基本的范畴,由于理论研究视野的局限和实用主义的误导,我国行政法学界相当一部分人曾一度对我国传统具体行政行为的概念提出了诸多质疑。从完善我国行政法学理论体系和行政程序立法的视角来看,正确认识具体行政行为的概念至为关键。本文从大陆法系、英美法系具体行政行为内涵的演进出发,分析并探讨了学术界对具体行政行为概念界定产生差异的原因,提出了本文对具体行政行为概念的认识。更多还原
