【摘要】 1998年以来,在国家的大力支持下,陕西水利投入大幅度增加,水利建设得到了长足发展,各级计划和水利部门在水利建设及规划计划管理中积累了许多好的经验和做法。但是也应该看到,水利建设投资大、任务重、范围广,在前期工作、资金配套、计划管理等方面也存在一些不容忽视的问题。今后应进一步加强水利规划计划管理工作,正确处理好七个方面的关系,以保障水利建设的顺利实施并充分发挥投资效益。更多还原

【Abstract】 The hydraulic construction has been developing quickly since 1998,because of large finance input of shaanxi Province and the assistance of the central government,as well as a lot of experiences has been accumulated by water department at various levels through planning and management.But it should be noted that problems existed in preliminary phase,capital deploy, planning and management,because of huge investment,heavy work,and large range of the hydraulic construction.It should be focused on water resources planning and management in near future by rationally treatment of 7 relations to ensure the implementation of the plan and bring the water works into full play.更多还原
