【Abstract】 The difficult position,which the contradiction between human and the cultivated land is intensifying,is confronted in China.It is a certain request,for getting out of the Troubles,that effective using of cultivated land resources should be advanced. But shortcoming in stimulating and protective function of relevant policy-systems,in fact has become main barrier in the effective using of cultivated land.So adjusting and reforming of present relevant policy-systems becomes the key to solving entire question.更多还原
