【摘要】 本文深入分析了西部区域生态环境存在的主要问题,即先天不足、环境退化、自然灾害频繁以及环境污染加剧等。同时,也分析了西部生态环境建设面临的困境,表现为经济滞后、观念落后和制度不活等。针对这些问题和困境,本文提出了建设西部区域生态环境的基本对策,即建立健全西部区域生态环境保护补偿机制以及融资机制。更多还原

【Abstract】 This paper deeply analyses the main problems of the eco-environment in western China,such as the problems of congenital defect,depredating of environment,frequent natural calamity,aggravation of environmental pollution,etc.It also analyses the facing predicaments of the eco-environment construction of the western China,such as economic lagging,backwardness of idea and the flexible system,etc.On that basis,the paper proposes some essential countermeasures for the eco-environment construction of western China,including setting-up the eco-protection compensating mechanism and perfecting the financing mechanism with Sustainable development in western China.更多还原
