【Abstract】 For purpose of solving issues of water resources protection, water pollution and aquatic environmental protection, Quanzhou City in Fujian Province has formulated Initial Water Rights Allocation Plan for Downstream Jinjiang River basing on water rights theory. A compensation mechanism from downstream of Jinjiang River and Luoyang River to upstream area is set up, which has effectively promoted development, utilization, protection and management of water resources.更多还原
