【摘要】 高校招生在全国各省市之间分配名额很不平衡,呈现出向“地方化”倾斜的特点。“地方化”将直接影响到教育的均衡发展,加剧教育不公平。要解决高校招生“地方化”的问题,中央政府要结合重点院校,制定出科学化和规范化的计划编制比例,逐步调整高校招生名额分配"教育资源不足的省市应自主创新,扩大高等教育的投入力度;重点高校也应担当起实现教育公平、构建和谐社会的楷模和表率,以公平公正作为名额分配的首要原则。更多还原
