【摘要】 行政不作为行为在当代中国的存在,有其认识根源、利益根源和体制根源。行政不作为的行为必定是违法的,这是由其本质所决定的,其危害性是显而易见的:行政不作为行为是行政腐败的重要表现;造成政府职能错位,不利于建设法治政府;直接损害公众利益。因此,必须从增强责任行政意识,自觉实行依法行政;改革行政体制,引入公务员问责制度;加强行政监督,促进依法行政;完善行政不作为的国家赔偿制度,落实执法责任制等方面防治行政不作为行为。更多还原

【Abstract】 Administrative omission is resulted from misunderstanding,interest contradiction and systematic problems.Administrative omission,harmful to the society,is illegal as its property.It is one kind of administrative corruptions;it makes governments to play wrong roles;and it even damages the public interest.To prevent and remedy administration omission,it is necessary to strengthen the concept of responsible administration,to reform the administrative system,to stress administrative supervision,and to modify the national compensation law as well.更多还原
