【摘要】 农民权益保障是当前全社会关注的焦点问题之一。用农业行政执法这一工具来保护农民合法权益,是近年来推出的又一制度安排。本文以贵州省开阳县为个案,对农业行政执法这一保障农民权益的制度创新的实施背景、实际绩效进行分析,并就进一步推进农业行政执法的配套措施提出了几点看法:调整合并行政执法机构,实行综合行政执法;严格执法人员的选拔标准,加强执法队伍建设;建立健全执法监督与制约机制,促进依法执法,文明执法;以农资打假为重点任务,抓好农业执法工作;保障执法经费,改善执法条件等。更多还原

【Abstract】 Farmer’s rights and interests is one of the issues which brings to society attention.Using agricultural administrative execution to protect farmer’s legal rights is another system arrangement launched in recent years.For the case of Kaiyang county in Guizhou province this article analyses the implement background and implement performance of agricultural administrative execution that guarantee farmer’s rights and interests’system innovation,as well as gives ideas on coordinated sets of measures,including adjustment and mergence of administrative execution organization,practice compositive administrative execution,strict standards on selecting administrative worker,strengthen execution troop construction,establish and consummate execution supervision and restriction mechanism,promote practice law according to the law,civilized execution,crack down on counterfeit agricultural merchandise as a prime task on agricultural execution,ensure outlay,improve execution condition etc.更多还原
