珠江三角洲工业水污染负荷削减目标的探讨

【摘要】 节水减污是通过调控社会水循环过程的方式,实现珠江三角洲水环境状况改善的重要措施。珠江三角洲节水减污的战略目标为:①在2010年实现工业用水零增长,工业废水中COD排放量降至1990的水平;②在2020年使工业废水排放量降至1990的水平,工业废水中COD排放量降至1980的水平。基于上述目标,运用广东省环境统计数据和珠江流域水资源综合规划的调查数据,探讨了2010年和2020年珠江三角洲工业水环境负荷削减目标的定量方案。研究结论对于制定珠江三角洲水环境总体规划有着重要意义。

【Abstract】 Reducing water pollutants by water conservation is an important measure to improve the water environment in the Pearl river delta in the way of adjusting the process of social water cycle.In this paper,the goal schemes for reducing industrial water pollution burden in Pearl river delta in 2010 and 2020 are studied according to the Guangdong Province’s statistical data of environment and survey data from integrated water resources planning for Pearl river basin and the strategies for reducing water pollutants by water conservation are as follows: ① The Pearl river delta will enter zero-increasing stage of industrial water use in 2010 and COD discharge stemming from industrial wastewater in 2010 should decrease to the COD discharge level in 1990;② industrial wastewater discharge in 2020 should decrease to the discharge level in 1990 and COD discharge stemming from industrial wastewater in 2020 should decrease to the COD discharge level in 1980.The research conclusions in this paper will play an important role in establishing goal-oriented general water environment plan for the Pearl river delta.
