【Abstract】 In the period of post omnipotence,due to the further progression in civil social organization、 economy、 democracy and law,resulted in government had to abandon the controlling mode that under traditional system,and averted into the working mode that providing with public products and service as purpose,thereby promoted service efficiency and handle public demands.Moreover, the best avenue that government to offer high efficient service is just to conduct government comportments with enterpriser’s spirit,and put the operating mechanism of enterprise in the course of government management.更多还原
