【摘要】 对北京延庆县20世纪90年代中期以来都市农业的发展道路及现状进行了实地调查研究,发现其已具备都市农业产业群的雏形。延庆的都市农业是以经济功能为主,兼具生态、社会以及旅游功能。在前期阶段,由基层政府引导组织的农产品市场平台的建设,农产品供需信息平台的建设以及农业管理技术推广部门相应的技术支持为都市农业的起步起到了关键性的带动作用;同时,其独特的土地竞价承包制使得土地集中使用,从而加快了都市农业的发展。在此时期,地方农产品的生产与销售中的经济协作、信息沟通、原材料供应、创新模仿与技术传播等网络组织体系更多地是依附于土地的邻里、家族和地方基层组织关系,还未出现明显的中小企业集群,与市场和研究机构的联系也很松散。本研究认为,延庆案例对其他地区都市农业发展的借鉴作用在于:在都市农业产业群发展过程中,地方政府应当做好角色定位,重视市场平台与信息、技术支撑平台的建设,支持本地中小企业的发展,支持新产业的成长,协助其加强与大学和研究开发机构的联系,培育稳定完善的地方网络体系。在此过程中,政府的角色将经历由扶持和参与到逐渐减少参与,直至最后退出。更多还原

【Abstract】 The method of field survey was used to investigate the status of urban agricultural cluster in Yanqing,Beijing since 1990s.Economic function is main aspect in Yanqing’s urban agriculture development,and concurrently others are ecological function,social function and tourism function.During the first stage,primary products market platforms,information and technology platforms constructed by local government are basic conditions for urban agriculture,and special land institutions collected the land,which expedited the development of urban agriculture.Local network of urban agricultural cluster there is mainly neighborhood or consanguinity,not so many enterprises and institutions.In this article,we consider that the role of local government in the development of urban agricultural cluster is very important.The most important role of local government is to accelerate the ramification of new industries and the growing of new enterprises, and before the local network is perfect,constructing market platforms,information and technology platforms,connecting with universities and R&D institutions is also the responsibility of local government.更多还原
