【摘要】 针对我国矿区土地复垦率低的问题,从产权和政策层面上进行了分析。结果表明:当前我国矿区土地复垦利用中的产权紊乱,没有实现市场化运作,政策不健全,缺乏技术创新激励机制等是产生这一困境的根本原因。因此,明确复垦利用战略目标,建立科学的产权制度、市场体系、优惠政策和技术创新激励机制是摆脱这一困境的重要措施。更多还原

【Abstract】 This paper examines the dilemma of land reclamation in accordance with the lower rate of the reclamation at mining area in China on the perspective of propriety rights and policies.The results showthat the basic resons are due to some problems characterized into the confusion at the propriety rights,non-market operation,non-perfect policies,and lack of the institution that urge the techˉnological innovation in the process of land reclamation at mining area at present.So,to extricate from the predicament,it is important to establish the propriety institution,the market system,the preferˉential policies,and the institution of stimulating technology innovation based on the definite strategic objects of the reclamation.更多还原
