【摘要】 能源是经济发展的战略重点,制定并实施能源发展规划,解决好能源问题,直接关系到我国现代化建设的进程。而国家在制订能源发展规划之前,首先应当对我国的能源利用状况有明确的认识。针对与能源利用相关的问题,选取了“单位GDP能耗”、“能源结构”、“能源消费弹性系数”和“污染物排放强度”等指标作为能源利用状况评估指标的初步方案,为政府制定能源发展战略、规划和政策提供依据。更多还原

【Abstract】 Energy resource is the strategic emphasis of economical development;constituting and imˉplementing the energy development plans could deal well with the energy problem,which has direct relationship with course of modernization building.Before formulating energy development plan,the states should evaluate the energy usage situation first.This paper,directing to the problems related to energy usage,selects"energy consumption pur unit GDP","energy structure","energy consumption elasticity coefficient",and"discharge intensity of pollutants"etc.as the prime appraisal index for energy usage situation,offering reasons for the government making of energy development strategy,plan and policy.更多还原
