【摘要】 根据实际调查研究,当前我国环境保护中,公众参与性低主要是由于公众环境意识普遍未达到应有的水平,同时也缺乏从制度上保证公众参与的权力、途径和方法。这两方面问题的深层原因则是公众环境道德的水准不高,因此,从社会道德层面解决这一问题的关键,是提高公众参与环境保护的道德水准和确立维护公民环境权的道德价值观。更多还原

【Abstract】 A survey revealed that in the current environmental protection in China,poor public participation is mainly because public consciousness of environmental protection does not reach the desired level.On the other hand,there is no mechanism guaranteeing the right,access and way for the public to participate.But the real justifying reason for the two aspects above resulte from the poor level of environmental morality,so the key to solving this problem in perspective of social values is to enhance the moral level of the public participation in the environmental protection,and set the moral values to safeguard citizens’ right to the environment.更多还原
