【Abstract】 In this paper the author distinguishes the similarities and differences of“public”and“common”from the aspects of theory and practice,then summerizes the basic features of public administration as poly-management parts,socialization of the management basis,the responsibility nature of the management outcome and the initiative of the management process.Based on the above analysis,the author puts forward that administering is the best style to realize public administration.更多还原
