【摘要】 随着经济的发展和人们生活水平的提高,世界各国对农产品的质量要求越来越高,尤其是发达国家对环境标准的要求非常严格,通常以绿色壁垒来限制外国农产品的进口。绿色壁垒对我国农产品出口有很大影响,同样也影响到新疆农产品出口。由于工业化程度低,工业污染少,新疆农产品生产的污染程度相对较低,但化肥施用量呈上升趋势。虽然新疆已初步形成了自己的农产品标准体系,但质量安全标准体系尚未与国际接轨,农业标准化生产、规范化管理的实施力度不够,使得新疆农产品出口受到了限制。为使新疆农产品跨越绿色壁垒,顺利出口,应加快农业标准化体系建设,并尽快与国际接轨;发展特色农产品,创出农产品品牌;标准化与科技项目相结合,促进农业标准化的推广工作;加强检测认证与管理,大力发展有机农产品。更多还原

【Abstract】 With the development of economy and the improvement of people’s living standands,the quality requirements on agricultural products get higher and higher.Especialy in developed countries,the enviromental requirement is very strict,and they put green barriars on the import of foreign agricultural products.The green trade barriers restrict the agricultural prodcets’s export.As a lower industrilized area,Xinjiang has little industrial pollution,and the polluting extent on agricultural production is low,but the quantity of chemical fertilizer used is increasing.Inspite of the initial establishment of agricultural standard system,it is not attained to international quality safe standards,and the implementing strength of standard production and regulation management is still not enough.How can agricultural produts of Xinjiang cross over the green trade barrier?Five suggestions are put forword:establishing agricultural standards system according to the international standard;producing unique agricultural produts and branding;spreading the standards system;enhancing examination,qualification and management;and developing organic products.更多还原
