【摘要】 农地股份合作制经过近十年的发展取得了不小的成绩,但近些年发展速度缓慢。分析其原因,关键在于未做到因地制宜,股份合作组织形式定位不清,政企不分,股份合作偏重收益分配、忽视产权制度建设,并且缺乏有力的法律保障。为加快农地股份合作制的发展提出建议,即明确产权组织形式、转换经营机制,深化制度改革,加快立法进程等。更多还原

【Abstract】 We have achieved a lot in the development of shareholding-cooperative system of rural land within the past decade.However,the development for this cooperative system is slowed down in recent years.Analyzing the reasons,I find that we often provide "one-size-fit-all" solution for all the problems.We have not unambiguously defined this cooperative organizational makeup,and we often interfere enterprise development with administrative power.It’s also because that we always focus on profit assignment and neglect system building for property right,at the same time this system is not guaranteed effectively by the law.Finally in this article,suggestions are also offered on how to facilitate development for the shareholding-cooperative system of rural land.We should be clear about the organizational makeup and change the managerial mechanism.At the same time,we should also deepen the system reform and speed up legislation progress.更多还原
