【摘要】 生态危机已是当今社会避无可避的问题。从城市生态安全的高度出发,北京市在加强环境保护的同时,系统性地建设了三道绿色生态屏障,明显改善了首都生态环境。在生态屏障建设和保护中,行政合同以其柔和、非强制性和民主性的特色显示出其作为一种有效的行政管理手段的魅力。在分析了北京生态屏障建设和保护中的行政合同的特点和缔约方式之后,认为应当发挥行政合同在北京生态屏障建设和保护中具有的增加政府行政管理透明度、促进竞争机制和加强行政管理等方面的作用,并提出相应建议。更多还原

【Abstract】 Today,the ecological crisis has become an unignorable problem.For the ecological safety of the city,Beijing has built up three green ecological defences to enhance its environmental protection,which successfully improved the ecological environment of the capital city.During the construction and protection of the ecological defences,the administrative contract is one of the best administrative instruments since it has the merit of flexibility,consultability,and democraticity.After analyzing its characteristics and agreements,it is argued that the administrative contract could increase the transparency of the government,promote competition,and enhance the administrative implementation in the construction and protection of the ecological defences in Beijing.更多还原
