【摘要】 公共服务型政府是“执政为民”理念和现代民主政治发展的基本诉求。构建服务型政府,必须重塑有限政府、法治政府、责任政府和公众本位的价值取向,使政府治理范式由以政府为中心的管制模式向以公众为中心的服务模式转型。以“顾客”为服务导向,实现政府公共服务职能的市场化、社会化,公共服务手段的电子化,实现财政体制由投资型向公共服务型转变,是构建服务型政府的重要路径选择。更多还原

【Abstract】 The public service government is the basic demand of the idea"being in power for the people" and the modern democratic political development.Constructing the service government must remold the limited government,the government ruled by law,the responsible government and the public standard value orientation,to make the government’s governing model which takes the government as the central control pattern change into the service model which takes the public as the center.Taking"the customer"as the service guidance,realize the marketability and socialization of the government public service function,the computerization of the public service method,realize the transformation of finance system by investment to the one by public service is the important route selection of constructing the service government.更多还原
