【摘要】 东北国有林区过去是现在也依然是我国重要木材生产基地和生态屏障。面对发展瓶颈,改革与发展路径设计必须围绕扩张森林资源和创新制度两个核心,并彻底转换森林资源依赖型发展模式;改革的重点是重构森林经营体制,分类经营是确立这一体制的基础;改革成功的保障是自下而上微观层次上的改革需要与自上而下宏观层次上的改革推进相结合;改革方案应明确由国家和企业共同承担改革成本,为社会资本参与林区改革创造最佳的投资环境。更多还原

【Abstract】 The state-owned forest area in Northeast has always been an important base for timber production and ecological shelter. How to deal with the bottleneck﹖ The paper indicates that the path-design for the reform and development of state-owned forest area must be involved with the extension of forest resources and innovation of mechanisms, and shift the resources-dependent mode thoroughly. The key of reform is to reestablish the management system of forest resources, based on classified management. And it needs downward and upward reform in both microscope and microscopes. The scheme of it must identify the reform costs that government and enterprises must undertake , providing an optimal investment environment for social capital into the reform of forest areas.更多还原
