【摘要】 晚清政府为加强舆论控制稳固统治而出台了系列有关新闻出版的法律,按这些律条的制定可将晚清的新闻出版政策的演变大致分为三个阶段。晚清政府企图通过立法的手段来行专制的目的,其对新闻出版的监控反呈现出某种更为严密强化的趋势,但在近代西方法律体系的冲击和中国民族资产阶级争取言论出版自由斗争的影响下,清朝的新闻出版立法又表现出某些貌似开明的法制近代化的迹象。更多还原

【Abstract】 In order to strengthen control of public opinion and maintain its reign,the late Qing Dynasty government published a series of laws on news and publication.The evolution of policy on news and publication can be roughly divided into three stages during late Qing Dynasty.The late Qing Dynasty endeavored to reach its monopoly through legislation,so its supervision of news and publication showed a tendency of somewhat stricter and stronger.But on the other hand,under the shock of the modern western legal system and the influence of the struggle for liberty of public opinion by Chinese national bourgeoisie,the legislation on news and publication also revealed some indication of legal modernization apparently.更多还原
