【Abstract】 Science and technology transformation in the institutes of higher education is a complicated systems engineering which needs the government’s macroscopically guide and policy impulse.Focused on the governments and institutes of higher education of Guangdong and Hongkong which are different in systems and close up in region,this paper tries to compare the functions of Guangdong and Hongkong government in the science and technology transformation in the institutes of higher education from the aspects of government policies and funds provided,and draws the conclusion about the sameness and differences followed by some suggestions on the policy.更多还原
