【Abstract】 The local government can play an important role in the growth of industrial cluster,but the validity of the behavior of local government depends on the specific development stage of industrial cluster.Based on the questionnaire of Haining leather industrial cluster of Zhejiang Province,this paper finds that the local government is helping firms and customer to link, promote firms to upgrade,facilitate between firms in coordination,building local industrial network,etc.Among them,the actions of building local industrial network and regional marketing have achieved effect,the effect of industry strategic planning is general,the level of technological innovation promotion to be insufficient seriously.And some suggestions of promoting industrial cluster upgrade have put forward.更多还原
