【Abstract】 The cooperation form of R&D alliance is becoming more important because of the inclination to seek the technology outside. This paper theoretically analyzes the government role in the development of internal-orientated R&D alliances, and then concludes some effective measures to maximize the function of government based on the case study of the Industrial Technology Research Institute of Taiwan.
