【Abstract】 From the conception of process technology innovation, this paper analyzed the process of process technology innovation, the problem of transformation and the limitation from market to enterprise and to universities, and the accumulation process of the risk of technology innovation in reverse. The paper put forward the concept of the limitation of R&D activity of universities, and analyzed the prominent characteristics of it.
