【摘要】 陕西区域技术创新体系结构存在着国家级科技力量强大、地方科技力量弱小,研发能力强、产业化和市场实现能力弱,国有企业研发能力强、民营外资企业研发能力弱等非均衡性和相对封闭性的缺陷。从而导致陕西科技资源的不合理配置和技术创新效率低下,科技与经济发展不协调。陕西应大力发展地方科技,加大企业产权结构改革和产业结构调整力度,实现地方科技与国家科技的有效对接,促进产学研有机结合。更多还原

【Abstract】 This paper analyzed Shanxi Regional Technological Innovation System detailedly including: the central state science and technology is tremendous but the district science and technology is weak;the capability of research and development R&D is strong but the industrialization and marketing are weak;the R&D capability of the state-owned enterprises is superior to that of the private-owned ones. Consequently it leads to the irrational allocation of science and technology resource in Shanxi inefficient technology innovation the inbalance between science and technology and economic development. The paper implied that the way to deal with existing problems is to devote major efforts to develop local science and technology to reform the property rights line-up of enterprises and to readjust the industrial set-up on a large scale in order to make local science and technology in connection with the state science and technology and promote the combination between industry and university and scientific institute.更多还原
