【Abstract】 New System Economics holds that system efficiency is quite effective in fields or areas that lack efficient system or when a country is going through old-new-system transformation . And the economic growth rate is higher in the course of system creation. The reform in our country shows thoroughly that system can greatly promote or impede the economic growth.
