【摘要】 从以政府为主导提供农村社会养老保险制度的理论依据分析着手,提出政府在农村社会养老保险制度建设中应遵循的原则和应发挥的作用。认为政府应构建多元化和分层次的农村社会养老保险体系,创新农村社会养老保险制度模式;尽快出台有关农村社会养老保险制度的法律、法规;应对农村社会养老保险给予适当的财力支持;建立统一的农村社会养老保险管理机构;建立健全农村社会养老保险监督体系。更多还原

【Abstract】 Based on analysis of government dominant role in construction of rural society old-age insurance system, principles and roles are proposed for government to follow and act in construction of rural society old-age insurance system. It is suggested that a new hierarchy and multifunctional rural society old-age insurance system should be constructed; relevant laws and regulations should be issued; financial support should be considered; a dedicated management organization should be setup; a healthy supervision system should be buildup.更多还原
