【Abstract】 After the reform of rural taxes and fees,the income and the avilable capital of rural committee reduced obviously,the fund of rural public goods and welfare was in shortage.There are many problems existing in the rural collective economic organization,such as short of manage ability and hard to run the cause of public good etc.So we should set up the new rural tax levy system,optimize the structure of available resource of rural committee to strengthen the management and supervision of the capital collecting of rural committee and make sure the organization of rural can operate well.更多还原
