省域城镇土地出让最低限价体系建立
STUDY ON ESTABLISH OF THE LOWEST URBAN LAND PRICE SYSTEM IN PROVINCE REGION
【摘要】 国有土地使用权出让实行最低限价制度,是加强土地管理的一项重要措施。在探讨土地出让最低限价测算原则、方法和技术路线基础上,通过先进行城镇土地分等,然后采用基准地价扣除法、出让地价修正法、成本逼近扣除法等分别测算各城镇土地出让最低限价,最后通过比较、综合的途径,建立了江苏全省各级城镇土地出让最低限价体系。
【Abstract】 It’s an important measure to strengthen the land management that the right of using the state-owned land implements the lowest price system.On the basis of discussion on the principle,method and technical route of the land sell lowest price calculation,this paper firstly carries on urban land classification.Then,it uses the method of datum land price residues,the modification method of land price and the method of cost approache to calculate various cities’ lowest land price.Finally,through comparison,it synthetically establishes the entire provincial lowest land price system which comprises the lowest land price of cities at all levels.
