风景名胜区的准公共品性质及其规制

【摘要】 本文根据俱乐部理论判定风景名胜区的准公共物品性质,并在此基础上分析了风景名胜区的门票价格构成,从而说明风景名胜区既可由国家统一经营管理,也可由私人开发管理,通过与国外同类景区门票价格进行比较,认为我国现行景区管理体制并未很好地履行职责,提出应由私人开发经营景区,同时政府应建立相应机制加强监管。

【Abstract】 This paper judges that scenery areas belong to the quasi-public goods according to the club theory,then analyzes the price structure of scenery areas,indicating that scenery areas can be managed and developed both by the government and the private sector.By comparing with the counterpart in the foreign countries, this paper concludes that the current China management system of scenery areas has not well carried out its responsibility,and proposes the scenery areas should be developed by the private sector,and the government should build corresponding system to strengthen the manipulation for the behavior of the private sector.
