【摘要】 我国高等院校的基本建设长期以来一直处于计划经济的体制下,基本上由国家统筹统建或按照“自筹、自建、自管”的模式来开展管理工作。改革开放以来我国高等教育事业迅速发展,高校基本建设已经明显地成为了制约高校发展的“瓶颈”,高校基建工作的管理模式面临着重新定位和全面革新。文章在系统地分析我国高校基本建设工作历史沿革的基础上,提出了以合同管理为高校基建管理中心环节的发展趋势,并结合某大学基建工程实施合同管理的成功案例和经验进行了评述。更多还原

【Abstract】 During the period of planned economy, the construction management of Chinese universities had been running based on the mode of “self-investment collection, self-construction and self-management” for a long time. With the advent of China Reforming and Opening policy, the higher education of China is developing rapidly. The capital construction of universities is becoming the “bottleneck” accordingly as far as the development of universities is concerned and has to bear great historical unprecedented assignment. The mode of construction management of universities is needed to be re-orientated and reformed roundly. This paper systematically evaluates the historical construction transform in Chinese universities, presents its trend of taking contract management as the main strategy of the construction management and introduces some successful cases regarding the contract management in the campus construction of Tsinghua University as well as some useful experiences.更多还原
