The paper proposes a network communication protocol based on GPS and BEIDOU/WorldSpace satellite,describing the way on realtime dynamic riverboat monitoring when using it.This method has powerful capability of communication and wide coverage,and has the ability to receive data quickly and precisely.At last the paper provided an applied instance.By using this way we achieve good economic and social effct.
