【Abstract】 Chinese nation has been advocating the spirit of whole and system,namely the spirit of harmony,from ancient times.The thought is similar with the ideas of wholeness,intention and environmental suitability in the modern theory of system. Furthermore,it possesses theoretical space that the theory of system cannot cover.The spirit of harmony has the enlightening meaning for modern legislation.In the modern legislative process,legislature should strengthen legislative purpose according to social development;make legislate overall plans complying with the whole situation;emphasize legislative interaction,namely establishing legislative information exchange mechanism.更多还原
