【Abstract】 Based on the macroeconomics non-Walrasian equilibrium principle,this paper points out the intrinsic defects of(existing in) urban traffic planning was proposed,and discusses the insufficiencies of phase models of UTMS using non-equilibrium analysis method was discussed.After reviewing and summarizing non-equilibrium issues of transportation system,the opinion of non-equilibrium urban traffic planning is proposed,and the theory and method should be improved.更多还原
