【摘要】 中国共产党在中共十六大报告中首次明确提出“依法执政”的治国方针,这是其领导和执政方式走向成熟的重要标志。建党80多年来,由于党在国家中的地位、所处的环境和任务的不同,党在中国革命和建设中的身份和所承担的角色是不同的。正是由于角色的不同,不同的历史时期,党的领导和执政方式也发生了显著的变化,经历了由依靠国家政策和群众运动执政而逐渐向“依宪执政”、“依法治国”和“依法执政”方针发展等重大变化。认真总结和汲取共产党领导和执政方式变革的经验教训,有助于加深理解当前“依法执政”方针的意义,有助于加强党的执政能力建设,促进党和国家事业的继往开来。更多还原

【Abstract】 In the report of the 16th session of the CCP,"administration by law" was for the first time clearly put forward,which is a milestone showing that its leading and administering pattern have evolved into a mature period.During the more than 80 years history of the CCP,due to the different positions,situations and tasks,the CCP has played different roles in Chinese revolution and construction.Also because of the role difference,the leading and administration patterns of the CCP in different historical periods varied greatly,experiencing the change from administering by the national policy and mass movement to "governance with constitution",to "rule by law" to "administration by law".To summarize seriously and learn from the experience and lessons of the leading and administering patterns of CCP will be helpful to deepen our understanding of the great meaning of "administration by law",to enhance the construction of the administration capacity of the CCP and to promote the prosperity of the CCP and our nation.更多还原
