【摘要】 基于我国城镇垃圾处理的现状和当前垃圾处理产业化发展面临的问题,提出了城镇垃圾处理产业化发展分2个阶段的进程模式——首先完成初步产业化,进而实现全面产业化。初步产业化的核心是企业化,全面产业化即将垃圾处理全面融入市场。分析了初步产业化阶段的主要任务,即进行城镇垃圾管理体制改革,以及完成单位转制、实行经济核算、合理组织生产、建立和完善相应的法规。初步产业化是全面产业化的前提和先决条件。更多还原

【Abstract】 Based on the actuality of municipal solid waste (MSW) treatment and the problems of nowadays waste treatment industrialization development in China,the two-phase proceeding pattern for the development of the industrialization of MSW treatment was proposed.To begin with,the initial industrialization should be accomplished, and for the next step,the full-scale industrialization should be achieved.The enterprise operation is the core of the initial industrialization.And the MSW treatment could be promoted into the market in the phase of the full-scale industrialization.The main tasks were analyzed,which includes the reform of the MSW management system,the completion of the system transformation,the practice of the statistics of economy,the proper organization of the process of the production,the set up and the consummation of the relevant statutes.Which takes the initial industrialization as the precondition.更多还原
