【摘要】 随着《关于持久性有机污染物的斯德哥尔摩公约》的生效,各国将逐步加强对持久性有机污染物(POPs)问题的重视。POPs的环境无害化管理是履约的重要内容。介绍了相关国际公约和国际组织、部分国家有关POPs及其废物的环境无害化管理要求;分析了国外关于POPs废物的立法和管理状况、主要法律法规分类及其基本内容;总结了国外POPs废物管理的基本特点;指出了我国履行POPs公约需要不断完善POPs废物的环境无害化管理体系,并不断加强POPs废物的污染监督管理。更多还原

【Abstract】 After the"Stockholm Convention on Persistent Organic Pollutants(POPs)"has gone into effect,many countries will have more regard for POPs.The environmentally sound management of POPs is the important part of the implementation of the Convention.The requirements of environmentally sound management about POPs and POPs waste in relational international conventions,organizations and some countries are introduced.The oversea situation of legislation and management of POPs waste and the kinds and basic contents of main laws are analyzed.The essential characteristics of oversea management of POPs waste abroad are summarized.And it is pointed out that China must improve the environmentally sound management system for POPs waste and strengthen the POPs waste pollution supervision to implement the Convention on POPs.更多还原
