【Abstract】 An unprecedcented flood struck Northern Jiangsu around 1949,causing great damage to the region.After the disaster the local governments at all levels used expreriences of disaster relief from the liberated areas during the civil war,established a leading organization with all sorts of social resources and launched a mass movement of disaster relief,and finally overcame the disaster.更多还原
