【摘要】 从GATT至WTO以维护公平贸易为初衷的反倾销措施正在被更多的国家以越来越高的频率诉诸使用,根源在于政府用其保护本国的竞争性产业。但反倾销的采取能否最终保护本国产业,需从多方面进行考量,反倾销也许并非最佳选择。结合我国目前反倾销的状况和困境,分析反倾销措施所引发的4种经济效应以及需要考虑的公共利益,指出从长远来讲,政府间的协商合作才是最终解决反倾销的有效手段。更多还原

【Abstract】 From GATT to WTO,antidumping actions have been adopted by more countries for protecting fair trade system.Actually,it is governments that they take this action to protect their competition industries.Whether or not can they adopt antidumping actions to protect domestic industries,many issues should be taken into considera- tion.The antidumping actions may not be the best choice.Considering the antidumping actions situation,difficulties in China,by analyzing the four economic effects and public benefits,it is indicated that negotiation and cooperation among governments are the effective measures for solving antidumping actions.更多还原
