【Abstract】 Dong Biwu was one of chief leaders in the public security,procuratorial and judicial work in New China.In his opinions,a ruling party should gradually implement the overall strategy of the rule of law by exercising state power according to law.In this regard,a large-scale mass movement is not needed,but it is essential to govern the country according to the law.Party members,especially leaders,must play a leading role in obeying the law,and the people should supervise state power.更多还原
