【摘要】 环洞庭湖经济圈是湖南较发达的经济区域,但目前湖区环境污染日趋严重,资源利用效率低下,生态安全遭到威胁,三大差距不断拉大;循环经济以其“3R”准则,从根本上解决了经济发展和生态环境之间的矛盾,成为区域可持续发展的最佳模式;从生态产业、生态工业园区、生态城市和生态区域等4个层面逐步推进湖区的循环经济,其实施和推广除加强政府的宏观调控,企业、科学界和社会公众的共同参与外,还需依赖于资金、技术及法制等软硬环境的强力支撑。更多还原

【Abstract】 Around the Dongting lake have formed aspecial economic circle, which is the most developing area,but there are many problems in the sustainable development in pan-Dongting lake economy circle, such as serious environmental pollution, lower resource utilization efficiency, threatening the ecological safety, and enlonging the large three gaps;based on the rules of "Reduce, Reuse, Recycle", cycling economy is becoming the best pattern for sustainable development in the 21st century, which should be pushed in pan-Dongting lake economy circle in different ways, from Eco-industries, Eco-industrial Park, Eco-cities to Eco-area. The implement and spread of this economy not only depend on the strongly macro-control of government, togeth-er with participation of enterprises, scientists and the community, but also depend on the better surroundings composed of fund, technology, law and system.更多还原
