【摘要】 国家创新能力理论认为,创新环境是政府制定创新政策的基础,是企业创新活动投入的重要依据。国家创新能力理论是波特的国家竞争优势理论的扩展。本文着重描述了国家创新能力理论的框架及其衡量体系,阐释了创新的基础设施和产业集群之间的相互联系;对经济合作与发展组织成员国的创新能力与其他国家和地区的创新能力进行了对比分析;解释了地域性因素对企业创新的影响;进而对如何提高一国的创新能力提出了政策建议。更多还原

【Abstract】 According to the theory of national innovative system, innovative environment lays the basic theoretical foundation for government’s innovation policy making and is an important consideration when companies are making their decisions on innovation input planning. National innovative system is the further extension of national competitive advantage developed by Professor. Micheal E. Porter. This paper focuses on the description of the framework and the measurement of national innovative system, expatiates on the correlation between innovation infrastructure and industrial cluster, makes a comparative analysis on the national innovation ability between the members of OECD (Organization for Economic Co-operation & Development) and other nations and regions, explains regional forces’ impact on business innovation, and then puts forward some policy recommendations on how to upgrade national innovative system.更多还原
