【Abstract】 In planning based on compulsory elements the logic system should be changed guided by the purpose; the technical policies and guidelines as well as the system of compulsory elements for the local urban development should be established; the control target for compulsory elements should be set up so as to realize the goal of expression of compulsory elements by stages and establish a data bank for compulsory elements and work out the program capable of sustainable improvement.更多还原
